Every sniper knows the first shot is best? What is that suppose to mean? There could be many reasons why didnt shoot while it was approaching. The most obvious is that the shooter would have to contend with not only the windshield of the approaching limousine but also the fact that Connally would have been in front. As the vehicle is headed away it actually give him multiple chance to shoot because the target is pretty much staying in a straight line in front of him. The biggest adjacent would have to be made by lowering the weapon since the target would be getting farther away. The reason why the last shot was the most accurate and successful is because the limousine driver had slowed in response to the other two shots. You can see him looking back as the fatal headshot occurs.
